The seventh in our ongoing series of Insights papers on global health reform discussions, trends and perspectives is now available.

Launched at UNGA81 in September 2026, the Accra Reset High-Level Panel’s report presents ten recommendations spanning national, regional and global health governance. Its proposals have received encouraging support, but their practical uptake and impact will take time.

The Accra Reset and the WHO-hosted reform process bring different strengths. The former more fundamentally challenges the status quo, while the latter has the legitimacy and mandate to facilitate broader agreement amongst countries and institutions. Other processes and reports can help ensure that the reform agenda retains its more ambitious options.

Waiting for successive reports, however, risks prolonging inaction. Coalitions of the willing may offer a practical route forward, provided they have credible backing from the countries reform is intended to serve.

Greater country representation and responsibility will achieve little if donors retain control over funding and final decisions, or if institutions continue to protect existing mandates. True progress on the reform agenda will be reflected in a genuine redistribution of power.
